Высокие цены на интернет: власти нашли виновных
В завышенных ценах на интернет в регионах может быть виноват интернет-пиринг, заподозрили в ФАС и начали расследование в отношении крупнейших магистральных операторов. Сами операторы к пирингу относятся по-разному.
Федеральная антимонопольная служба начала расследование в отношении крупнейших магистральных интернет-провайдеров по подозрению в необоснованном завышении цен, сообщил информагентствам замначальника управления контроля транспорта и связи Дмитрий Рутенберг. По его словам, соответствующие документы запрошены у 27 компаний, включая «Ростелеком», «Транстелеком», «Космическая связь».
Еще в начале года служба, исследовав в интернет-рынок в городах с населением меньше 1 млн человек, установила, что оптовые цены на интернет в районных центрах могут быть в 10 раз выше цен в областных центрах. После этого ряд входящих в холдинг «Связьинвест» межрегиональных компаний связи (МРК) были вынуждены снизить цены для альтернативных операторов, например, «Сибирьтелеком» снизил в 10 раз стоимость подключения к своей сети, а «Северо-Западный Телеком» изменил условия подключения.
В то же время, как отмечает Рутенберг, МРК объясняют установление крайне высоких цен при крайне низкой скорости высокой стоимостью покупки трафика у операторов верхнего уровня. «В настоящее время проводится расследование в отношении магистральных провайдеров верхнего уровня в части заключения ими так называемых пиринговых соглашений об обмене трафиком и техническом взаимодействии, - пояснил Рутенберг. - Мы считаем, что заключение частью из них пиринговых соглашений приводит к общему подъему цен на магистральный трафик на всем рынке и, как следствие, к высокой стоимости на интернет для конечных пользователей«.
В «Ростелекоме» заявили, что документов от ФАС не получали. «Но у нас данная проверка не вызывает беспокойства: наша компания не использует пиринговых соглашений», - говорит директор по связям с общественностью компании Андрей Любин. «Транстелеком», наоборот, документы от антимонопольной службы получил и готовит ответ, сообщили в компании, отказавшись отвечать на вопрос, использует ли оператор пиринговые соглашения.
В защиту пиринговых соглашений выступил оператор «Вымпелком». «Эта распространенная западная модель, когда либо один оператор покупает у другого доступ к сети, либо два оператора вступает в симметричные отношения и между ними происходит равный обмен трафиком по прямым соединениям, - рассказала пресс-секретарь компании Ксения Корнеева. - Одной из целей пиринговых соглашений как раз и является снижение цен». По мнению Корнеевой, по мере роста операторов, строительства ими собственных оптических каналов связи и развитию рынка широкополосного доступа в интернет в регионах, цены на интернет-доступ – сначала оптовые, потом и розничные – будут снижаться.
Гендиректор аналитического агентства «Рустелеком» Юрий Брюквин считает инициативу ФАС по борьбе с высокими ценами на интернет правильной, но трудноосуществимой. «Основные магистральные операторы являются государственными, поэтому для защиты своих интересов они вполне могут воспользоваться административным ресурсом», - предполагает Брюквин.
